Enterprise means extra licenses?

Hi all,

No one has been able to answer this for me yet, not even the Microsoft Australia Education Sales Specialist (currently managed through Dell). Does an "Enterprise" desktop license provide you the same access to virtual machine licenses as server enterprise versions? The Dell specialist said "Yes" and then "...but I'll check with Microsoft", and that hasn't resulted in an answer yet. Basically, I have the need for;

  1. A "Windows 7 Enterprise x64" desktop for my host machine,
  2. A "Windows 7 Enterprise x64" SOE for my staff computer testing,
  3. A "Windows XP Professional SP3" SOE for my slightly older computers and compatability testing,
  4. A "Windows XP Professional SP3" system for "Wise Package Studio Professional" to create my software packages and deployment scripts,
  5. A "Windows XP Professional SP3" with GPMC, RSAT, and IE6 in order to manage the legacy ADM policy environment.

What that means, is one "Enterprise" desktop OS, and four virtualised "Desktop" OSs of equal or lesser version. Does the "Enterprise" desktop OS permit this type of usage, or am I expected to buy five (5) operating system licenses for one computer, to manage our environment?
