Running Sysprep on XP Mode VM running in Windows 7 Enterprise

Good Day,

I have performed a sysprep inside of an XP Mode VM(SP3) running on a Windows 7 Enterprise machine. 

I had run the Setup Manager(SP3 deployment tools) to create the answer file, sysprep.inf.

When I ran the System Preparation Tool 2.0, I specified "Don't reset grace period for activation" and clicked on "Reseal" to prepare the image. 

I did not click "Use Mini-Setup".

After initial sysprep answer file setup, then running the System Preparation Tool 2.0, then copying the sysprep files to the C:\sysprep on the XP Mode VM, when I start the sysprepped XP Mode VM, I can launch the VM, then I see the initial XP Setup screen, click Next, then I eventually see a screen where I can enter a license key. Now, even though I had entered a Volume license key in the initial answer file setup through Setup Manager, I am still prompted to enter a license key. The only option is to click Shutdown if I don't have a valid license key. The volume license key that I had specified for the answer file is valid for the organization. I have tried a volume license key and have also tried entering an OEM product key for Windows XP Professional, neither worked. So when I click Shutdown on the XP Mode VM, I am looped back to the same point where I had last left off, having to enter a license key again.

After reading through the Deploying Windows XP Mode guide, page 16 specifies that you have to select the Use Mini-Setup option for the configuration, which I did not do.

Just wondering, is there is a way to get past the license screen with a Volume license key, or is the process not going to work based on the setup performed above?

Please let me know what you think the best process would be for running sysprep on a Windows XP Mode VM that we want to deploy to other systems on the domain, while keeping the XP Mode VM in a workgroup setting.
