Another KB958559 Virtual PC Failure

I installed the virtual PC and I get the error message stating that the installation failed and it must revert.  This happens at 96%.

Company laptop with a group policy which I'm not sure if that would be impacting this.

I performed the following:

1.  Booted with only the Microsoft services.

2.  Reinstalled the patch.

3.  Rebooted and got the same error.

4.  Realized virtualization was not enabled.  So I enabled that in the BIOS.

5.  Reinstalled, reboot and same error message.

6.  I looked through the CBS log folder and event viewer and nothing jumps out. 

Any suggestions?
